Kenya, Rwanda Deepen Cooperation in Leadership and Institutional Development
Rwanda’s Permanent Secretary in the Ministry of Foreign Affairs and International Cooperation, H.E. Ambassador Fidelis Mironko, concluded his working visit to Kenya with engagements at the National Defence College (NDC) and the Kenya School of Government (KSG), where he explored opportunities to deepen institutional cooperation and exchange expertise with Kenyan institutions.
At the NDC in Karen, Amb. Mironko and his delegation were hosted by the College Commandant, Lieutenant General Juma Mwinyikai, and briefed on the institution’s strategic mandate, academic programmes and role in professional military education for senior leaders.
The engagement highlighted the long-standing partnership between Kenya and Rwanda, with the NDC having trained senior Rwandan military officers and civil servants over the years. The College has also hosted officials from various Rwandan ministries, departments and agencies, contributing to regional capacity building, leadership development and human capital development.
Speaking during the engagement, Amb. Mironko underscored the value of Kenya’s experience in leadership development and institutional capacity building, noting that continued exchange between the two countries would strengthen public institutions and contribute to regional development.
The two delegations explored opportunities to strengthen institutional linkages in areas including strategic leadership, capacity building, bilateral trade, defence cooperation and joint educational initiatives.
At KSG, the Rwandan delegation undertook a learning visit focused on public service capacity development, governance and institutional strengthening. Discussions also focused on the operationalisation of the Memorandum of Understanding (MoU) between KSG and the Rwanda Management Institute.
The operationalisation of the MoU will facilitate enhanced cooperation between the two institutions through knowledge and experience sharing, professional training, capacity development and institutional benchmarking.
KSG Director General, Prof. Nura Mohamed, highlighted the School’s strategic role in strengthening the capacity of public servants to deliver responsive, agile and citizen-centred services in support of national development.
Earlier during his visit, Amb. Mironko made a working visit to the Foreign Service Academy, where he explored Kenya’s experience in diplomatic training and professional development, with discussions focusing on institutional benchmarking and opportunities for Rwanda to draw lessons from Kenya’s Foreign Service training framework. The engagements reaffirmed the strong and longstanding Kenya–Rwanda partnership, with both sides expressing commitment to deepen institutional linkages, strengthen knowledge and experience sharing, and advance cooperation in leadership, diplomatic training, public service and human capital development.
Amb. Fidelis Mironko was accompanied by Ms. Salome Kagosha, Deputy Director General, Foreign Service Academy, and officials from the Foreign Service Academy.
