Foreign Affairs Ministry Reviews Diplomatic Gains to Deliver Greater Benefits to Kenyans

The Ministry of Foreign and Diaspora Affairs has begun a comprehensive review of the outcomes of Kenya’s international engagements to ensure that diplomacy continues to deliver tangible benefits to citizens through increased investment, job creation, technology transfer and sustainable development.

The review is being undertaken through the Foreign Policy Outcomes and Deliverables Review Retreat 2026, which brings together senior officials and technical experts to assess how Kenya’s engagements with international partners are contributing to national development priorities and improving the lives of Kenyans.

Speaking during the retreat in Machakos, Director-General for Political and Diplomatic Affairs, Ambassador Josphat Maikara, underscored the need to focus on the real impact of diplomacy on citizens.

He noted that the success of foreign engagements should be measured not only by agreements concluded or meetings held, but by the opportunities and development outcomes they generate for Kenyans, including expanded markets, increased investment, employment opportunities and improved livelihoods.

Ambassador Maikara called for a comprehensive report that tracks commitments from negotiation to implementation and demonstrates how international partnerships are supporting the country’s socio-economic transformation.

The review is aligned with key national policy frameworks, including the Bottom-Up Economic Transformation Agenda (BETA), Kenya Vision 2030, the Foreign Policy Framework 2024 and Sessional Paper No. 1 of 2025. The exercise seeks to provide a clear account of the value that Kenya’s diplomacy is delivering to citizens and communities across the country.

Among the key areas under review are investments and partnerships secured through State visits, bilateral cooperation and multilateral engagements. Particular attention is being given to sectors that directly affect the lives of Kenyans, including agriculture, renewable energy, infrastructure, industrialization, technology and labour mobility.

The assessment will examine initiatives supporting climate-smart agriculture, irrigation, water harvesting and food security, which are helping farmers enhance productivity and strengthen resilience to the effects of climate change.

The review will also evaluate progress in green energy investments aimed at expanding access to reliable and affordable electricity, supporting industrial growth and improving access to energy for households and businesses.

Infrastructure projects arising from Kenya’s international partnerships, including airport upgrades, port expansion, transport corridors and railway connectivity, will be assessed for their contribution to trade, regional integration and economic growth. These initiatives are expected to enhance Kenya’s competitiveness and create opportunities for businesses and communities.

In the digital sector, the review will assess efforts to attract investment in innovation, digital infrastructure and emerging technologies as Kenya continues to position itself as a regional hub for technology and entrepreneurship.

Diaspora engagement remains a key pillar of Kenya’s foreign policy. The review will evaluate labour mobility agreements and skills partnerships that are creating opportunities for Kenyan professionals abroad while strengthening the contribution of the diaspora to national development through remittances, investments and knowledge exchange.

The exercise comes at a time when Kenya is playing an increasingly active role in regional and global affairs. While the country’s growing international profile has enhanced its voice on issues such as trade, climate action, peace and sustainable development, the Ministry is keen to ensure that these engagements translate into measurable outcomes that benefit citizens.

Participants at the retreat have been tasked with producing a report that captures completed deliverables, tracks ongoing initiatives, identifies emerging opportunities and highlights implementation challenges. The report will help strengthen accountability and guide future diplomatic engagements.

The Machakos retreat reflects the Ministry’s commitment to a results-oriented and citizen-focused foreign policy, one that places the welfare of Kenyans at the centre of international engagement and ensures that diplomacy contributes directly to inclusive growth and national prosperity.
